In order to effectively design, build, and operate an electronic medical record (EMR), users and IT staff must identify thousands of technical requirements and process changes.

A few of these, called benefit requirements, are directly associated with the outcomes in an organization's list of key strategic benefits. Benefit requirements can be used to prioritize development efforts, guide conversations with vendors about new functionality, and clarify the capabilities of the EMR, as designed, to produce desired benefits.
