Executive Summary

In April 2015 the Medicare Access and CHIP1 Re-Authorization Act (MACRA) was signed into law, creating a new method for determining physician Medicare payment called the Quality Payment Program (QPP). MACRA mandates several updates to Medicare provider payments and created two payment tracks: the Merit-Based Incentive Payment System (MIPS) and Advanced Alternative Payment Models (APM). While each track has its own eligibility requirements, both generally apply to all providers who bill Medicare Part B, and incentivize clinicians to move from fee-for-service payment models to a value-based payment structure.
