Executive Summary

In April 2015 the Medicare Access and CHIP1 Re-Authorization Act (MACRA) was signed into law, repealing the Sustainable Growth Rate (SGR). On October 14th, 2016, CMS released a final rule detailing how it intends to implement MACRA in the coming years.

This new Medicare Part B payment plan furthers CMS’s push away from fee-for-service (FFS) payment models to a reimbursement methodology based on value. MACRA mandates physicians adopt one of two risk-based payment models, as outlined below.
