Executive Summary

The Patient Protection and Affordable Care Act, otherwise known as the ACA, is a comprehensive health care law passed by Congress in March 2010. Through a series of programs and regulations, the law seeks to improve population health, lower per capita health care costs, and expand insurance coverage. The ACA impacts how health care is delivered and financed by transitioning providers from a volume-based, fee-for-service system toward one based on value.
