Proposed 2020 Hospital PI and eCQM Requirements

Program consistency for now, potential big changes for later

On April 23, 2019, the Centers for Medicare and Medicaid Services (CMS) released the 2020 IPPS Proposed Rule, which includes requirements for the 2020 Hospital Promoting Interoperability (PI) Program and the electronic Clinical Quality Measure (eCQM) reporting policies under both the PI and the Inpatient Quality Reporting (IQR) programs.

The proposed PI program requirements for 2020 remain largely the same compared to existing requirements, with slight modifications to the optional opioid-related measures. The proposal removes many of the existing eCQMs available for reporting under the PI and IQR programs starting in 2020, and proposes two new opioid-related eCQMs for 2021.

CMS also elicits input from stakeholders on how to shape the future direction of the PI program. We expect CMS will release the final rule in August 2019.
