Executive summary

In February 2009, President Barack Obama signed the American Recovery and Reinvestment Act of 2009 (ARRA). A part of ARRA, the Health Information Technology for Economic and Clinical Health (HITECH) Act aims to encourage providers to adopt and “meaningfully use” health information technology (HIT), such as electronic health record (EHR) systems. Achieving meaningful use compliance requires significant resources, but providers must evolve into meaningful users of HIT or suffer financial consequences.
