With Stage 1 underway, the Health IT Policy Committee (HITPC) is in the process of developing Stage 2 requirements that will serve as recommendations to guide CMS and ONC in drafting their final rule. The Meaningful Use (MU) Workgroup put out a draft Stage 2 matrix in December 2010, but HITPC is keen to take early Stage 1 results into consideration before finalizing Stage 2 recommendations.
This "wait and see" approach will give the committee insight into provider performance in Stage 1; however, it will also delay the release of the final rule on Stage 2. When accounting for review of Stage 1 results, the proposed rule, public comment, and the clearance process, it's unlikely that the final version of Stage 2 will emerge until spring or summer of 2012. Yet, lacking a clear road map, providers are struggling to plan for future requirements.
