On April 29, 2011, CMS issued its final rule for the Hospital Inpatient Value-Based Purchasing (VBP) program for FY 2013 payments. This initiative is required by the Patient Protection and Affordable Care Act (PPACA) of 2010. The final rule provides several key updates from the proposed version released in January including changes to how HCAHPS benchmarks are determined, process of care measures employed, and the formal announcement of benchmarks and thresholds for each measure used in the program for FY 2013 payments.
